Twilio is looking for a Program Manager, Carrier Operations & Governance to join its newly formed global telecom carrier and wholesale supplier ecosystem team. In this remote position, the individual will establish foundational operating models, build governance frameworks, manage daily Run-the-Business operations, and report insights to executive leadership including the C-suite and Audit Committee.

Responsibilities
- Manage cross-functional governance programs spanning initial diagnosis, design, execution, and change management
- Prepare and deliver operational narratives, metrics, and risk assessments for executive leadership and Audit Committee reviews
- Develop and deploy end-to-end process improvements, policies, workflows, systems, and controls for carrier operations
- Design and establish the operational framework, cadences, and internal team structures for the Carrier Operations & Governance unit
- Draft and maintain standard operating runbooks, supply policies, and Rules of Engagement for internal stakeholders and carrier partners
- Create training and enablement materials to drive organizational transition toward a data-informed operating model
- Handle data requests, ensure reporting data quality, and execute validation checks for legal, finance, go-to-market, and IRSG stakeholders
- Oversee the day-to-day Run-the-Business cadence, objective tracking, and deal approval workflows
Requirements
- At least 5 years of professional experience in management consulting, strategy and operations, Revenue Operations, or as a Program Manager or Chief of Staff within the telecom sector
- Demonstrated success directing prominent, cross-functional programs involving technical, business, legal, and financial stakeholders
- Experience building end-to-end process improvements by combining policies, workflows, IT tools, and operational controls
- Direct background in creating team operating models, cadence structures, and documentation like runbooks or Rules of Engagement
- Track record of developing enablement content and steering organizational transformation
- Familiarity managing Run-the-Business rhythms, objective tracking, and operational reporting
- Proficiency in process mapping, drafting business cases, and translating operational requirements into IT system specifications
- Advanced verbal and written communication abilities with experience briefing executive leadership
- Data analysis skills utilizing tools such as SQL, Looker, or spreadsheets to evaluate performance and compliance
Qualifications
- Background in high-growth technology companies, management consulting, or global telecommunications
- Possession of Six Sigma, Prosci Change Management, or formal Program and Process Management certifications
- Practical experience handling commercial Deal Desks, supplier quarterly business reviews, or revenue assurance
- Domain expertise related to A2P messaging, international voice and text services, carrier billing, or fraud frameworks
- Familiarity with dashboarding or workflow applications such as Jira, Confluence, and Airtable, along with automation skills
