Gusto is seeking an individual contributor for a Licensing Program Manager position to oversee financial services licenses and regulatory compliance operations. Gusto builds products handling payroll, employee benefits, and human resources for over 500,000 small business clients across the United States. In this role, the selected professional will manage the complete lifecycle of money transmitter and related state financial services licenses across multiple jurisdictions, including NMLS and non-NMLS states. Operating within an AI-native legal and compliance department, the person selected will use and improve automated licensing workflows, filing schedules, and examination registries while maintaining strict human-in-the-loop verification controls. Key responsibilities include handling renewals, applications, amendments, periodic reports, surety bonds, and ongoing regulatory examinations. This position reports directly to the Head of Financial Services. Team members are expected to work on-site at offices in Denver, San Francisco, or New York City roughly two to three days each week.
Responsibilities
- Manage day-to-day operations for money transmitter and related state financial services licenses, keeping a system of record for all deadlines and conditions.
- Handle the complete NMLS company record lifecycle, including MU1, MU2, and MU3 filings, amendments, and annual renewal periods.
- Prepare and submit new license applications, expansion filings, and change notices while coordinating with legal counsel and regulators.
- Complete quarterly NMLS MSB Call Reports and state periodic, annual, and transaction volume reports alongside Finance and Treasury teams.
- Maintain the surety bond portfolio and regulatory filing calendar while ensuring accurate submission records for audits.
- Contribute directly to state and multi-state regulatory examinations through request list management, document collection, and quality control.
- Remediate examination findings, handle license conditions through closure, and manage correspondence with regulators.
- Track state money transmission regulatory developments and translate requirements into procedural checklists for partners.
- Utilize AI-enabled tools to assist with filing preparation, deadline monitoring, and evidence gathering while reviewing outputs for accuracy.
Requirements
- Minimum of five years of experience working in regulatory compliance, licensing, or regulatory operations within a fintech, payments, money services business, or financial institution.
- At least three years of direct experience managing money transmission licenses.
- Hands-on expertise with NMLS procedures, covering MU1, MU2, MU3 filings, annual renewals, Electronic Surety Bonds, and MSB Call Reports.
- Working knowledge of state money transmission obligations, such as net worth minimums, permissible investments, surety bonds, and authorized delegates.
- Demonstrated background supporting state or multi-state regulatory examinations including evidence assembly and findings remediation.
- Strong documentation habits and organizational skills to handle high-volume, deadline-driven tasks across many jurisdictions.
- Clear communication abilities to coordinate across finance, legal, product, and operations groups.
- Prior experience utilizing AI tools to enhance compliance or licensing workflows along with disciplined verification of AI-generated content.
Qualifications
- Experience with alternative state license types such as lending, servicing, collections, or PEO.
- Background operating within high-growth fintechs utilizing sponsor bank or embedded finance partnerships.
- Experience with PEO licensing and operating across both MTL and PEO licensing frameworks.
- Paralegal background with exposure to regulatory filings, licensing documentation, or change of control notices.
- Familiarity with CSBS multi-state examination frameworks like One Company One Exam and MMET.
- Possession of a Notary Public commission or willingness to obtain one.
- Prior use of compliance workflow, GRC, or licensing management platforms.
