Job Description

WelbeHealth seeks a Director, Quality Operations to lead enterprise-wide quality strategy and compliance excellence for its elder care programs. Operating under the supervision of the Vice President of Quality Operations, this leadership role is responsible for designing, implementing, and continually improving the PACE quality program to safeguard participant well-being and regulatory readiness. The professional chosen will partner cross-functionally with Analytics, Compliance, and Operations teams to translate complex data into actionable performance improvements. This position suits an experienced healthcare compliance and quality leader with a strong background in navigating California regulatory expectations. Candidates must reside in California, with a preference for Northern Ireland or within a two-hour direct flight of Sacramento, and must be able to travel onsite as needed. WelbeHealth focuses on serving vulnerable seniors through community-based care models.

Responsibilities

  • Collaborate with the Vice President of Quality Operations to create and standardize enterprise metrics covering clinical excellence, patient safety, and quality in accordance with local, state, federal, and CDC guidelines
  • Develop standardized quality operations workflows, playbooks, tools, and scalable methods for data collection, analysis, and visualization
  • Partner with Performance Excellence and Analytics teams to review operational performance and drive participant satisfaction
  • Analyze quality improvement metrics, HPMS entries, market initiatives, and corrective action plans to spot trends and areas for enhancement
  • Act as a subject matter expert on quality improvement for company initiatives and collaborate with Compliance on Fraud, Waste, and Abuse programs
  • Work alongside the Compliance Officer and Quality Operations team to investigate, respond to, and document PACE program grievances and complaints
  • Ensure complete and timely submission of regulatory requirements, including HPMS quality reporting, CMS quarterly calls, enrollment denials, and audits

Requirements

  • Five years of professional experience, including three years working as a quality improvement or quality assurance Director or Manager in a healthcare setting or managing health and elder care programs with oversight of quality or compliance
  • Three years of supervisory experience demonstrating the ability to mentor and develop staff
  • Hands-on experience working with the California Department of Health Care Services and navigating state-level regulatory expectations
  • Experience managing regulatory compliance and audits, including preparation for reviews by CMS and state or federal bodies
  • Experience developing, implementing, and managing quality improvement plans that align with regulatory mandates
  • Proficiency in managing data and conducting analyses using productivity suite software, including complex spreadsheets and data visualization tools
  • Experience developing and monitoring corrective action plans to address quality and compliance issues

Qualifications

  • Bachelor's degree in a relevant field or equivalent professional experience
  • Master's degree in a relevant field
  • Lean Six Sigma green belt or black belt certification
  • Formal quality improvement and analytics certifications
  • Experience working with and implementing Program of All-Inclusive Care for the Elderly regulations
