Arlo Solutions seeks a Program Analyst to support operations within the Department of Veterans Affairs Veterans Health Administration Office of Integrity and Compliance. In this position, the analyst assists with the VHA Fraud Rapid Response Center, often referred to as the VA War Room, which safeguards taxpayer resources and veteran welfare through analytics, risk evaluations, and administrative procedures. The professional in this role performs analytical, documentation, and operational tasks related to fraud, waste, and abuse lead development, internal control reviews, quality audits, and risk assessments. Responsibilities also include maintaining tracking logs, drafting standard operating procedures and reports, preparing weekly decision packages, and aiding governance and leadership presentations. This advisory and analytical position suits professionals with experience in federal healthcare program integrity who can operate effectively in a fast-paced environment. Responsibilities
- Assist investigators and subject matter experts in developing fraud, waste, and abuse leads and cases under federal investigator direction
- Prepare weekly analytic runs and decision-ready case packages containing facts, analysis, recommendations, and traceability
- Maintain tracking registers for overpayments, recoveries, and referrals alongside oversight and tracking support logs
- Support fraud risk assessments, internal control evaluations, root cause analysis, and remediation planning
- Apply case-file quality assurance checklists and sampling plans to review workpapers and deliverables
- Help create intake and triage standard operating procedures, case lifecycle taxonomies, workflow process maps, and RACI charts aligned with CIRTS practices
- Draft monthly governance and milestone reports, outcome dashboards, and ad hoc white papers for agency leadership
- Coordinate and document stakeholder meetings while tracking follow-up action items
- Develop training materials, templates, and knowledge transfer content to help agency staff sustain operations
- Handle protected health information and sensitive data in compliance with HIPAA, VA privacy mandates, and required training
Requirements
- Pass a Tier 2 Moderate Background Investigation and obtain a VA PIV card
- Hold legal eligibility to work in the United States
- Possess a Bachelor degree
- Have 3 to 5 years of experience in federal healthcare program integrity or fraud, waste, and abuse work
- Demonstrate strong analytical, research, documentation, written, and verbal communication skills
- Show proficiency in preparing reports, briefings, standard operating procedures, and tracking tools for federal clients
- Possess advanced skills in Microsoft Excel, Word, PowerPoint, and SharePoint
Qualifications
- Prior experience with VA, VHA, CMS, Medicare, or Medicaid programs
- Background in healthcare claims, payment integrity, or improper payments
- Familiarity with the GAO Fraud Risk Framework, GAO Green Book, and OMB Circular A-123
- Experience with Enterprise Risk Management
- Familiarity with case management or compliance tracking systems such as CIRTS
- Knowledge of VA Community Care
- Familiarity with analytics and reporting tools like Palantir, Power BI, or Tableau
- Process improvement experience using Lean, Six Sigma, or kaizen
- Certified Fraud Examiner or a related certification
